I mean... If a Newgrounds Moderator ( https://www.newgrounds.com/wiki/help-information/site-moderation ) said so, that's the one opinion that matters 'in terms of publishing'.

You can probably get some good advice on how to "age" shorter characters in the forums.

When I scan through the Movie, I think I have seen it. Personally, when I saw it, I didn't really though he looked too young. Although probably the look between young adult or adult a bit over 18. That idea also fit with the context since he looks like a Fast Food worker which usually younger adult would work in that industry so the look and context kinda makes it seem like it.

Although, funny enough, like a few other users, just slapping the good ol "All character are 18+/21+" and they somehow get a pass for being pretty close to the line lol.

I prefer more of a context over appearance of the character, but short people do exist. Because with the animation given only limited context, we assume the worse first just to be on the safe side.

That's just my opinion though. When it comes to gray side, each website can Pass or Unpass those subject so better be more cautious and follow more of the rule. Unless you those other people who uses "18+/21+" as a way to move further pass the Gray Line xD

@Tyhond An "All character are 18+/21+"-disclaimer does _exactly_nothing_ on NG. You can include it in a video, 'just because', but on NG having or not having that disclaimer makes zero difference. Judging from "certain reviews", most users do not give me the impression they ever 'read' the text under an image or animation.
And our moderators are thinking human beings. If one of them looks at a still image or animation says "too young", then that is all that matters. The work has to speak for itself in that regard.

I have once reported an animation with "disclaimers" where my personal estimation was "She's 12!" or "He's so underage, it's not even funny!" This post is rated "E" (for whatever reason) so I will not go into details on what actions those works depicted.

Disclaimers are for the kind of audience who votes Republican (or the reader's regional equivalent), who either 'cannot think for themselves' or 'refuse to do so'. I'm sure that they 'could' dissuade a certain kind of user from flagging a certain piece of work, but at the same time, said kind would probably not know how to report something or would "assume" that well-paid moderators check every single submission...

I think you are hitting the nail on its head with "We assume the worst first - just to be on the safe side.", Tyhond. That is the process in a nutshell on every level: Law-makers, Staff, Moderators, and Users. Nobody wants to see NG "go down" over US politicians, so everyone will report and remove submissions with a "better safe than sorry"-mindset - before Fox "News" does a segment on newgrounds.com.

That and 'Art Portal Moderators who are "sick of the artists' shit" and having to 'carefully evaluate' thousands of images every month' was probably what gave rise to the somewhat recent "No 'Rule 34' art of characters who are underage in the source material!"-rule.
From my point of view, this "Thou shalt have a MILF-fetish" kind of moderation is completely overblown, but at the same time I feel for the people who have to moderate... "this mess..." day in and day out. Pretty much every day. For decades! And who are (essentially) trolled on a regular basis by artists who never read the rules in the first place.

Unless US-politics change, or Mr. Fulp were to suddenly find 50-ish competent, reliable, _trusted_ artists with little to no no social life, who are willing to _work_ as moderators _for_free_, there are no solutions to this problem that are 'fair for everyone'.

Honestly: I've been visiting NG for quite a while and I can barely browse 15 minutes in peace before there is 'something else' that warrants a report. At times I think "I could moderate [Aspect X of NG]", but at other times I think "**** my LIFE! I'd quit after a week!" I've been close to quitting since December - and I'm just a user.

And 'that' is what I think.
